Choose Edit > Transform > Scale from the menu. Make sure when resizing the layer, that it is smaller than the drop and isn't touching any of the drop's edges. Something else I have found useful is to hold down the Shift key while scaling. That way it will constrain the proportions. The second light drop is a bit easier. Just create a new layer and name it something like small circle light. Take the paint brush and apply a small light at the opposite corner of the other light layer. Now give it a Gaussian blur, Filter > Blur > Gaussian Blur Adjust the opacity of the two light layers until things look correct to you.
