Can anyone help with this request please?

I've download a demo version of Adobe Premier Elements 2 to have a play around with. I have figured out most stuff, but what I just cannot figure out is how to select XXX number of frames from a clip (for instance, if I wish to apply any kind of effects to a specific portion of a clip). I know how to cut/split/delete frames from within a clip, but selecting frames to process in some other way is passing me by.

As an example of what I want, check out this SCREENSHOT (http://www.419eater.com/img/ap.jpg) of my desktop.

I have traced a red box around the portion of the frames in the clip that I want to "select" (20 - 22 seconds in). Any clues in this area would be appreciated!

I am not at all familiar with Adobe Premier Elements, but perhaps one of the 3 pdf's here (http://www.adobe.com/products/premiereel/indepth.html) might help you out. If you've seen this before, sorry. I'm not knowledgable with videographic software, but I'm sure someone else here is.
