would like to create the effect of water spray rooster tail. What do I need to do

I'd do a Google image search (http://images.google.com/images?q=rooster+tail&svnum=10&hl=en&lr=&newwindow=1&safe=off&sa=G&imgsz=xxlarge) pick a suitable picture and clone in the parts I wanted .... :)

Seems if you want to create the effect an application on a new layer/multiple layers of the airbrush would get the effect you desire.
