Just a simple modification you might want to consider.
I understand that if you vote on only half of the images, the images you didn't vote on are at a much lower advantage due to the fact that winners are based on the most points someone has received during voting. So, what you could do is make it so every vote someone has goes in a stored memory bank until that individual votes on every image in the certain contest. That way, if they forget to vote on half the images (or just a few) their votes won't even be factored into the contest points.
I hope you can get the gist of it. It's an easy concept but hard to explain just by typing it.
Anyway, I hope this helps, or at least gives you some ideas.

We're lucky so far. 99.9% of our voters vote for all the entries...and when they don't we email them a reminder that they are to follow Site Guidelines. With vote averaging in place, a voter who votes on one or two images really has very little effect on the outcome of the contest. BUT...that does NOT mean you aren't required by Site Guidelines to vote for all entries. If it happens once, it can be considered a mistake. If it happens continually, that person may lose privileges completely.

Oh, I didn't know you had voting averaging in place yet. I guess that solves the problem.

Sil does a GREAT job of making sure everyone is on track as far as voting. You should all be thanking your lucky stars for her. She keeps the voting straight and even at all times. She's truly diligent with it. I couldn't ever find anyone to be a better partner with.
Also...... Highest average vote will win a contest now. A user which only votes on a couple of images does not sway the contest to any great degree. It may raise a users average vote by a tenth or hundreth but rarely does that effect the outcome of a contest. Look back through the contests.. the placements are generally clearly defined.
